US has the same sort of plans in their Medical Surge Directives from Jan 2009.
It's referred to as "Altered Standards of Care" although we just don't say very very old and terminally ill, in the US it's also those with "underlying conditions" that may be left untreated. Supply and demand.....they demand you only supply those who will be able to greatly contribute to society in the future.
