Its one of the guys facing away from the camera, holding up his pants with his right hand it looks like, and waiving at the UFO with his left.

He might have been waiving in the way of the craft to prove it wasn't super-imposed.

The still is squished because its aspect ratio was changed when turned into a still image from the video, so he looks squished.
