State Legislators Condemn Obama Plan

July 24, 2009 (LPAC)--The following statement was signed by State Legislators at the State Legislators' Conference in Philadelphia.

We oppose the proposed health care legislation now being drafted by Congress on the initiative of President Obama. We are Democrats, and we cannot stand idly by and allow legislation to become law that will condemn millions of American citizens to needless suffering and likely early death.

The health care policy now under consideration has many features we find abhorrent. While claiming to extend coverage to the uninsured, even the most optimistic analysis of the Congressional Budget Office finds that perhaps a maximum of 16 million of the currently uninsured population of nearly 50 million will be covered. Even this attempt will mandate coverage at near exorbitant current rates of insurance, which most of the uninsured cannot afford. Meanwhile, countless millions more are losing their coverage.

Other features of the administration policy are equally repulsive. The plan calls for the creation of a national health board, to be modeled on the British National Institute for Clinical Excellence (NICE). NICE is notorious all across Europe for mandating brutal cuts in care, rationing all forms of treatment for diseases such as cancer, heart disease, macular degeneration, kidney disease, and all other ailments. It is all based on the most stringent insurance actuarial tables. The result in Great Britain has been a radical increase in the death rate. The European Journal of Cancer has condemned the program in harsh terms, yet this is the explicit model that President Obama and Sen. Jay Rockefeller are using to control and cut the disbursement of health care.

The plan proposes to pay for the so-called reform by brutal budget cuts, which will lead to mass loss of life. Our states are already wracked by unimaginable budget crises, but President Obama proposes to gouge another $1 trillion from Medicare and Medicaid over the next ten years. We are already having a difficult time covering Medicaid mandates. For state governments facing budgetary shortfalls, this will lead to an increase in the otherwise avoidable death rate. Sen. Diane Feinstein of California has already denounced this proposal in no uncertain terms. California alone stands to lose $5 billion in Medicare payments to hospitals immediately. The total cut to hospitals according to Obama will be between $200-300 billion!

Health care providers around the nation have attacked the entire enterprise. Employers are now increasingly opposed, as some administration officials are proposing taxing employer-provided benefits to pay for the plan. Why tax employers who are already providing care, unless you plan to cut the overall amount of people insured, as employers will simply drop the care they are providing?

Peter Orszag, the head of the Office of Management and Budget, recently wrote in the Financial Times of London, that this ‘reform’ of Medicare and Medicaid, will be followed up by similar mass cuts in Social Security. We find this roll back of the pillars of the Franklin Roosevelt New Deal abhorrent. Not only are the states forced into draconian budget cuts, slashing social programs and health programs, but we are now in the middle of flu pandemics. Who in their right mind would cut health care delivery and close hospitals in the face of a flu pandemic that has already infected 1 million Americans?

The administration is also proposing mass implementation of Living Wills, which condemn elderly citizens and others to early termination of life. The entire policy of sacrificing human life to the exigencies of paying the deficit and bailing out the banks is identical in purpose to that foisted on the German population in the 1930s by the Nazis. This policy of euthanasia, of doctor-administered killing, was authored by Adolph Hitler himself, in the notorious T-4 policy. Hitler stated that there are “lives no longer worth living”, and Hitler created a board to administer the program. Like the Medicare Payment Advisory Commission being proposed by the Obama administration, the Hitler T-4 board determined who lived and who was put to death, all based on cost. This policy led inexorably to the concentration camps of the 1940s that exterminated millions of people. Following WWII, Nazi officials, including Nazi doctors, were executed at the Nuremburg Tribunals for perpetrating these “crimes against humanity”.

We must not let history repeat itself. Economist Lyndon LaRouche has denounced these policies of the Obama administration as Nazi; and we support that condemnation.

It is not too late to defeat the proposed health care reform agenda. But we must act now. There are already excellent alternative health care initiatives that can change the entire policy. Mr. LaRouche has called for the immediate defeat of the Obama plan, and the repeal of the Nixon-inspired HMO legislation of 1973. In addition, Mr. LaRouche has called for the implementation of the Franklin Roosevelt Hill-Burton legislation, which was passed the Congress in 1946. Hill-Burton mandates an extensive hospital construction program to provide care for the American public. Additionally, Michigan Congressman John Conyers and 84 co-sponsors have filed HR 676, the Medicare For All, Single Payer bill that would eliminate HMO's and extend Medicare coverage to all Americans. We salute this overall approach and call for its immediate implementation.

We call upon the Congress to resist the health care reform legislation of President Obama. We urge the Congress to have the guts to defeat this bill. We must then implement legislation that proceeds instead from the Constitutional principle of the General Welfare, restoring our nation to the profound principles of Life, Liberty, and the Pursuit of Happiness.
