WHERE IN THE WORLD IS MARK SANFORD AS RUSSIAN SUBS CRUISE COAST?????

Where in the world is Mark Sanford?? He leaves for the second (or third) time in weeks and this time it is supposedly out of the country. Reports surface of him making a deal with Russia to protect South Carolina, now Russian subs are off it's coast. I mean, something is up folks.
