In Georgia, the legislature placed at least some limitations on the powers our governor would enjoy if he were to declare a “health emergency”; limits that would allow the citizens of the Peach State a great deal more freedom from unchecked police powers than would be enjoyed by their counterparts in the Bay State.

However, reading further into the OP's post, I see that there may be an intervening factor related to some sort of "precident" which may explain the threat of the "recident". "Precident" has its own site, but, thank goodness for small favors, the related google search only seems to suggest that sloppy bloggers and such have staked out that rarified ground serving the accouterments of any "precidents"!

So we must investigate further, I am afraid.

Myself, I've been expecting there might be some "precedents" being set, here and there, to establish pre-legal assumptions of mandatory authorizations, bound to spread and take hold among the various global nations and principalities . . . but until that happens I fear we are stuck with "recidents" and "precidents" and those who haphazardly proffer them, without concern for self-correction and general upkeep of correct English communications . . . .
