Yep, concur. However, the neighbor has nothing to do with this. It's the company (the father and his 2 sons). My neighbor was just as surprised as I am.

My mom went down and gave em hell. We were boiling water for a while until it cleared.

You should fucking chill. Yes, it was inappropriate of them to steal your power, but consider it a favor for your neighbor.
In the end it'll cost you $2.00 in electricity to power the tools they need.

If they do it again, unplug the cord and snip it with gardening shears.

First thing you should have done was to take photos for evidence.

And for people saying it was a mistake, BS...!. They knew exactly what they were doing. If the power was out on their side, they obviously knew they were stealing the neighbors electricity. I would definitely make the owner of that company pay for that shit and more.

Our neighbors asked once when their electric was out between renters. I am glad they asked, but they came prepared with 100+ feet of cord so who knows if we had not been home. I didn't mind except that they were the home owners and should have paid to put it in their name between renters in my opinion, and because they were to lazy to come unplug it and yanked the cord out breaking the cover. But whatever, live and learn I suppose.

I once caught gardeners hooking up their hoses to my water spigot to water the common areas of the neighborhood.

I went right out there and turned it off, unscrewed the hose, and threw it back at them.

I bet they probably used 50 cents worth of electricity in a day.Your neighbour doing property improvements automatically increases your home asset value by hundreds to 1000s of dollars.
My neighbour borrows my snowblower and ladders. He can use my van if he wants. Big whoop, its only stuff.

This. Most are too stupid to realize the importance of getting along with neighbors. There is nothing worst than coming home knowing people on either side of your house hate you.
I have always gone through great lengths to get along with neighbors, even if they were retards.
