MANILA, 16 December 2009 (IRIN) - Mayon volcano in eastern Albay Province in the Philippines is expected to erupt any minute, but relief assistance has been in place for months for thousands of evacuees, officials say. Nearly 23,000 people have been evacuated to 13 centres from villages near Mayon, one of the country's most active volcanoes, according to the Office of Civil Defence in the Bicol Region, where the province is located. "We are now in a state of imminent disaster," Albay's governor, Joey Salceda, told IRIN, as he ordered the release of "calamity funds" to allow local government units to mobilize additional resources for evacuation centres around Albay. "You don't have to wait for people to die to declare a disaster … We aim to have zero casualties," he said, adding that within the next two days, an additional 30,000 plus people will be evacuated to safer ground. The picturesque Mayon, 2,460m high, which looms over the provincial capital Legazpi, began spewing ash plumes and lava on 14 December, forcing the Philippine Institute of Volcanology and Seismology [link to www.phivolcs.dost.gov.ph] to raise the alert level from two to three.

I. SITUATION OVERVIEW

* Alert Level 4 remains hoisted over Mayon Volcano which means that a hazardous eruption is possible within days. PHIVOLCS-DOST reiterates that the Extended Danger Zone (EDZ) from the summit of eight kms at the southern sector of the volcano and seven kms at the northern sector should be free from human activity
* PHIVOLCS recommends that areas just outside the EDZ should prepare for evacuation in the event that hazardous explosive eruptions intensify; and active river channels and those perennially identified as lahar-prone in the southern sector should also be avoided especially during bad weather or when there is heavy and prolonged rainfall
* PHIVOLCS further recommends that civil aviation authorities advise pilots to avoid flying close to the volcano's summit as ejected ash and volcanic fragments from sudden explosions may pose hazards to aircrafts
* For the past 24 hours, no ash explosion was observed. Weak to moderate emission of white steam at the summit crater was seen during cloud breaks from 7:29 AM - 8:30 AM and from 6:25PM to 5:40 as of 31 December 2009. Flowing lava and intermittent rolling incandescent lava fragrments were also observed.
* Seismic network around the volcano detected 28 volcanic earthquakes and 91 rockfall events related to the detachment of lava fragments at the volcano's upper slopes.
* The sulfur dioxide emission rate was measured at an average of 1,255 tons/day.
* ALERT LEVEL 4 is still being maintained but if no significant events should occur during the next few days, PHIVOLCS-DOST shall consider the possibility of lowering down the alert lever from 4 to 3.
* Based on the report of PDCC Albay as of 31 December 2009, 11:00 AM, 9,461 families 144,884 persons from 31 barangays of the five municipalities and three (3) cities in the province of Albay are currently staying in 28 evacuation centers (Tab A-1)
* Of this figure, 9,461 families 1 44,884 persons from 31 barangays were inside 28 evacuation centers (Tab A) while 2,114 families / 8,765 persons were classified by the LGUs as Economically Disrupted Households (EDH) which means that though their houses are not located within the danger area, means of livelihood are within the danger area (Tab A-2). Of the families classified as EDH, 1,471 families / 5,469 were in five (5) resettlement sites while 643 families / 3,296 have not yet been relocated
* At Alert Level 4, mandatory evacuation of 9,946 families / 47,285 individuals staying within the 6 km radius Permanent Danger Zone (PDZ) and the 6.8-km EDZ in the southern quadrant – particularly Buyuan, Mainit and Bonga areas was imposed
* PDCC Albay projects the emergence of health-related problems based on prior experience and the current weather which is likely to contribute to the increasing risks for colds and other related diseases. Thus, the fear that zero-casualty goal may be compromised by health risks and the willingness of the population-at-risk to stay in the evacuation centers
* PDCC Albay reported four (4) cases of conjunctivitis or sore eyes in Tabaco City
* The total cost of assistance provided by the Government and NGOs/Other GOs is PhP55,366,066.00 - (Tab B):
