Bush Calls For Renewal of Patriot Act Provisions


President Bush has called on Congress to renew key provisions of the Patriot Act, a counterterrorism law passed soon after the attacks of September 11, 2001.

Among other things, the provisions allow for sharing of information between intelligence and law enforcement, and for investigators to put roving wiretaps on suspected terrorists.

Civil liberties groups say the Patriot Act infringes on privacy and personal freedoms.

But in a speech in Columbus, Ohio Thursday, Mr. Bush said the 16 provisions set to expire at year´s end are "practical, important, and constitutional."

He said there have been no reported abuses of the powers granted under the act, adding that Congress should make the endangered provisions permanent.

Iraq air raids ´kill insurgents´

About 40 insurgents have been killed by US air strikes in western Iraq, the American military says.
In a statement, the military said it had carried out seven precision-guided air raids in Anbar province, close to the Syrian border, on Saturday.

They are said to have targeted groups of heavily-armed fighters who had set up checkpoints near the town of Qaim.

Seven marines are reported to have been killed in insurgent attacks in the province since Thursday.

Guantanamo log details interrogation tactics used against 9-11 suspect

A top Saudi terror suspect held by the United States at Guantanamo Bay, Cuba was forcibly injected with fluids, grilled in proximity to military dogs and straddled by a female soldier, according to secret logs obtained by a US magazine.

Mohammed al-Qahtani was forcibly injected with an undisclosed volume of fluids after refusing food and water in late 2002 at the Guantanamo camp, according to US interrogation logs obtained by Time magazine and released Sunday.

The logs -- parts of which are incomplete -- give a detailed account of the measures used against a captive at the prison, many of which have been criticized by rights groups.

President George W. Bush said Wednesday he was ready to examine alternatives to the camp for "war on terror" detainees at Guantanamo after former President Jimmy Carter called for its closure.

The Pentagon says Guantanamo inmates are treated humanely. There are currently about 540 detainees from 40 countries there.

Al-Qahtani was captured in Afghanistan in December 2001 and transported to Guantanamo, Time said.

US authorities then discovered he was deported from Florida in August 2001 and believe he had sought entry to America to participate in the September 11, 2001 attacks, Time said.

The logs reveal that al-Qahtani was interrogated from early November to early January 2002-2003, during which 16 additional interrogation methods were approved by US Defense Secretary Donald Rumsfeld.

At one point, al-Qahtani mounts a food and water strike and becomes so dehydrated that medics "forcibly administer fluids by IV (intravenous) drip."

After a struggle, the Saudi is restrained, strapped down and "given an undisclosed amount of fluids," according to Time.

Al-Qahtani subsequently tells his interrogators he works for Al-Qaeda and Osama bin Laden, before urinating in his pants.

After Rumsfeld approved the new interrogation measures on December 2, 2002, interrogators poured water over al-Qahtani, shaved his beard and head and forced him to stand for the US anthem among other tactics.

He was also subjected to a drill known as an "Invasion of Space by a Female."

"He was laid out on the floor so I straddled him without putting my weight on him. He would then attempt to move me off of him by bending his legs in order to lift me off but this failed because the MPs were holding his legs down with their hands," one log entry states.

On December 7, al-Qahtani´s condition deteriorates so badly, he is examined by two doctors.

Al-Qahtani´s pulse was found to be "unusually slow." An electrocardiogram -- used to assess a heart condition -- is taken, and he is hooked up to a heart monitor.

Over the next month al-Qahtani -- his condition improved -- is stripped nude and told to bark like a dog, pictures of scantily clad women are also hung around his neck. The logs recount al-Qahtani saying he wanted to commit suicide.

He was probed in the presence of a military dog, but "no details are given beyond a hazy reference to a disagreement between the military police and the dog handler," Time said.

In January 2003 al-Qahtani says he knows nothing of terrorists, but volunteers to act as a US agent in exchange for his freedom: Five days later Rumsfeld´s measures are revoked.

Officials told Time most of the intelligence gleaned from the Saudi was recorded in other documents.

In an interview with Fox News, partially released Sunday, Vice President Richard Cheney said there is "no plan to close Gitmo."

"I mean, these are terrorists for the most part. These are people that were captured in the battlefield of Afghanistan or rounded up as part of the Al-Qaeda network," the US vice president said in the interview due to be broadcast Monday.

President Bush has said the US applies principles consistent with the Geneva Conventions to "unlawful combatants," subject to military necessity, at Guantanamo and elsewhere.

French, Iraqi hostages freed, 20 bodies found elsewhere

French journalist Florence Aubenas and her Iraqi interpreter Hussein Hanun were freed after a five-month kidnapping in Iraq, while the decomposed bodies of 20 men were discovered south of Baghdad.

"She was thinner but surprisingly vivacious and smiling," French ambassador Bernard Bajolet said after a French air force jet carrying Aubenas took off from Baghdad airport for the Mediterranean island of Cyprus.

"She got through this ordeal with exceptional courage."

Iraqi celebrations of the release were quickly followed however by a report that the decomposed bodies of 20 executed men had been found near Nahrawan, southeast of the capital.

Nahrawan police found the bodies on Friday, said a source who added that the men had been tortured before they were shot.

Ministers were told of need for Gulf war ‘excuse’

MINISTERS were warned in July 2002 that Britain was committed to taking part in an American-led invasion of Iraq and they had no choice but to find a way of making it legal.
The warning, in a leaked Cabinet Office briefing paper, said Tony Blair had already agreed to back military action to get rid of Saddam Hussein at a summit at the Texas ranch of President George W Bush three months earlier.



The briefing paper, for participants at a meeting of Blair’s inner circle on July 23, 2002, said that since regime change was illegal it was “necessary to create the conditions” which would make it legal.

This was required because, even if ministers decided Britain should not take part in an invasion, the American military would be using British bases. This would automatically make Britain complicit in any illegal US action.

“US plans assume, as a minimum, the use of British bases in Cyprus and Diego Garcia,” the briefing paper warned. This meant that issues of legality “would arise virtually whatever option ministers choose with regard to UK participation”.

US looms large in Iran´s elections

BERLIN - As the clock winds down in the final week of the short campaign for presidential elections on June 17, the question of US-Iran relations appears to have become a defining, and perhaps to some extent determining, element of Iran´s elections.

While there is no official poll to indicate the front runners, one can safely assume that the liberal candidate Mostafa Moin and the centrist Ayatollah Hashemi Rafsanjani are ahead of the pack - of eight candidates sanctioned following screening by the Guardians Council of a crowded field of more than 1,000. Both these candidates have prioritized the issue of future relations with the US, hoping to galvanize young voters interested in the normalization of relations with the Western superpower nowadays considered Iran´s "new neighbor" in control of Iraq and Afghanistan.

In his first press interview after formally announcing his candidacy, Rafsanjani, a former president and current head of the Expediency Council, offered an olive branch toward the US and stated his desire to improve the climate between the two countries. He has said that if the US released Iran´s frozen assets in the US, he would be ready for dialogue. Moin, on the other, hand has been even more blunt in stating his desire to end the diplomatic estrangement of the past quarter of century, irrespective of the stern opposition by the hardline candidates still beating the drum of anti-Americanism for their mass of constituency.

But the hardline, often referred to as the right wing, candidates are not united on this particular issue. With their disunity serving as a major handicap diminishing their individual chances, this faction suffers from a degree of disjunction between a militant anti-Americanism and the system-maintenance prerogative of a modus vivendi with the US power casting a large shadow on Iran´s national security. One of those candidates, Ali Larijani, the former head of the state-owned, conservative-controlled Radio and Television Organization, is considered a pragmatic realist who favors dialogue with the US.

No matter what the outcome of the elections - and Rafsanjani may well turn out the winner as expected by most Iran watchers - the mere fact that the old taboo has been broken and the candidates freely ignore the official line of not talking about the US is welcome news portending the breaking of significant ice in the tumultuous US-Iran relations since 1979.

Later this month, US and Iranian diplomats will sit around the same table in Luxembourg discussing Iraq´s reconstruction. Already, a quid pro quo for Iran´s extension of its freeze on nuclear fuel activities, Washington has dropped its opposition to Iran´s accession to the World Trade Organization. And in various policy circles in the US, one can discern a greater willingness than in the past to give credit to Iran for the strides it has taken in Afghanistan, Iraq, against narcotics traffic, etc.

Of course, this does not mean that everything is rosy. The US is officially still intent on taking Iran to the United Nations Security Council for sanctions if Iran resumes its nuclear programs, and occasionally accuses Iran of harboring al-Qaeda terrorists, overlooking, however, that Iran has turned over many terrorists who have crossed into the country, and that scores of other terrorists have been arrested. Iran says it has arrested more than 5,000 terrorists in the past three years and has deported them to their home countries. Using them as bargaining chips with Washington, Iran´s intention is less engaging in terrorism and more serving its own geostrategic interests in a region dominated by the US.

Any qualitative improvement of US-Iran relations depends to some extent on the security dialogue between the two sides, and here the troubled Iran-Europe talks may prove to be an effective catalyst. Per the latest round of talks in Geneva, the European Three (EU-3 - Germany, Britain and France) have promised to present Iran with a concrete proposal before the summer is over.

The recent setbacks on the European constitution, casting doubts on the future of the European Union, will not be without negative impact on the ability of the EU-3 to conduct a common foreign policy toward Iran, even though the new French Prime Minister Dominique de Villepin is one of the original minds behind the nuclear talks with Iran. On the other hand, the related news that the US has rebuffed Germany´s bid to become a permanent member of the Security Council spells a bad omen for the future of US-German cooperation on Iran, and may lead Germany to adopt a more independent posture vis-a-vis Iran, at least tactically in order to sway the US back in favor of Germany´s request at the UN.

One of the "working committees" in the talks between Iran and the EU-3 centers on security cooperation and, in light of Iran´s quest for a guarantee of non-intervention by the US, it could culminate in concrete proposals for, say, a meaningful Iran-North Atlantic Treaty Organization (NATO) dialogue and, perhaps, a NATO-Iran council modelled after the NATO-Russia council. Given Iran´s participation in the past couple of summits of NATO, NATO´s recent eastward expansion, and Iran´s concern for the future of Persian Gulf security, there is no reason to exclude this possibility.

Simultaneously, a similar Iran-OSCE (Organization for Security and Cooperation in Europe) can be initiated, with a large purview encompassing cooperative security in both the Persian Gulf, as well as the Caspian Sea region, notwithstanding Iran´s participation in recent OSCE conferences on Caspian environmental security.

Unfortunately, the US Congress is busy conducting a more one-dimensional, hostile foreign policy toward Iran by entertaining a new bill that in the name of establishing a democratic system in Iran violates Iran´s national sovereignty. If enacted, this bill will tie the hands of the George W Bush administration on Iran, precluding meaningful progress in US-Iran diplomacy.

For now, however, with Washington learning new sobering lessons from Iraq about the tough realities of the Middle East political landscape and an Iranian Islamist democracy showing aspects of political pluralism in action, the stage is set for a major breakthrough and the onset of a new, propitious chapter in US-Iran relations - one just hopes that this new opportunity on the horizon will not be frustrated as it has on so many occasions in the past.

The leak that changed minds on the Iraq war

Six weeks ago The Sunday Times published the leaked minutes of a July 2002 Downing Street meeting in which Tony Blair committed Britain to war in Iraq months before parliament was consulted.
They detailed a secret pledge to President George W Bush to help oust Saddam, showed that Lord Goldsmith, the attorney-general, had warned such action could be illegal and that Jack Straw, the foreign secretary, had thought the case for war was “thin”.



By any standards these were fascinating revelations. Nothing, however, could have prepared us for what a worldwide impact the story would have. More than a month later it still features in the daily top 10 most popular stories on our website, with 330,000 people estimated to have logged on to read it.

Though it remains unclear to what extent the leaked documents had on the general election (held four days after the story broke), anger about the war is widely seen as the key reason for the government’s severely reduced majority.

What is clearer is that they are having a strong effect on public perception in America, where there has been a wave of interest in the leak. At least two websites, afterdowningstreet.org and downingstreetmemo.com, have been set up to draw public attention to the leaked minutes. The former received more than 1.6m hits on a single day last week (it averages above 1m a day) while the latter has been selling out of T-shirts bearing the legend: “Did you get the Downing Street Memo?” Last week the leaked documents stormed the mainstream US media when they were raised at a White House news conference, forcing Tony Blair and George Bush to address the issue.

IRAQ: CONDITIONS FOR MILITARY ACTION (A Note by Officials)

Summary

Ministers are invited to:

(1) Note the latest position on US military planning and timescales for possible action.

(2) Agree that the objective of any military action should be a stable and law-abiding Iraq, within present borders, co-operating with the international community, no longer posing a threat to its neighbours or international security, and abiding by its international obligations on WMD.

(3) Agree to engage the US on the need to set military plans within a realistic political strategy, which includes identifying the succession to Saddam Hussein and creating the conditions necessary to justify government military action, which might include an ultimatum for the return of UN weapons inspectors to Iraq. This should include a call from the Prime Minister to President Bush ahead of the briefing of US military plans to the President on 4 August.

(4) Note the potentially long lead times involved in equipping UK Armed Forces to undertake operations in the Iraqi theatre and agree that the MOD should bring forward proposals for the procurement of Urgent Operational Requirements under cover of the lessons learned from Afghanistan and the outcome of SR2002.

(5) Agree to the establishment of an ad hoc group of officials under Cabinet Office Chairmanship to consider the development of an information campaign to be agreed with the US.

U.S. investigators did not identify these men until much later. That Binalshibh attended the meeting was discovered by the investigators by looking into his credit card records. Sufaat was later arrested, but he denied that he knew any of the men and told that Hambali had arranged the meeting.

Iran blames US-backed Arab separatists for pre-vote bombings

Iran´s Islamic regime pointed the finger at Arab separatists, possibly backed by US and British forces in Iraq, for a string of deadly pre-presidential election bombings.

The interior ministry said outgoing President Mohammad Khatami had mobilised the country´s vast security apparatus to track down the perpetrators, with a top judicial official vowing they will be executed.

Iran insisted this week´s presidential election would go ahead without disruption after the country was shaken by a string of deadly pre-vote bombings blamed on Iraq-based extremists.

Film shows Saddam legal grilling

New film has been released showing former Iraqi leader Saddam Hussein being questioned by magistrates.
The ousted leader, who is due to face trial on charges of crimes against humanity, wore a dark suit with an open shirt as he fielded questions.

There was no indication of where he was when the film was made.

Last week his lawyers complained that Saddam Hussein had been allowed only two meetings with them since being arrested in Iraq in December 2003.

The new footage, released by Iraq´s interim government, is believed to be the first time he has been seen in front of magistrates since appearing in court in July last year.

Michael Jackson cleared of abuse

Pop star Michael Jackson has been found not guilty of all charges at the end of his four-month child abuse trial.
There were cheers from fans outside the court as the verdicts were read. The singer had strenuously denied molesting 13-year-old Gavin Arvizo.

He was also cleared of giving alcohol to the boy, now 15, and conspiring to kidnap him and his family.

The star left the court in Santa Maria, California, without speaking to the many fans gathered at the entrance.

In his first televised address to the nation since clashes erupted last Monday, Meles said his government regretted the deaths but renewed accusations that the opposition had been responsible for the violence.

"In light of what has happened last week ... the government has decided to extend the demonstration ban until the next deadline on which the election board has decided to announce the results of the elections," he said

The move means the ban, which had been due to expire in 48 hours, will remain in place until at least July 8 when the board is due to issue official results after considering nearly 300 complaints of vote rigging and fraud.

Meles had imposed a one-month ban on demonstrations in the capital and its environs shortly after polls closed in the disputed May 15 elections but students defied the order and began protesting alleged fraud last Monday.

The protests sparked a harsh police crackdown during which at least 36 people were killed, 35 of whom were shot dead when security forces opened fire on crowds in downtown Addis Ababa on Wednesday, and thousands arrested.

The government has blamed the opposition for inciting the illegal protests and violence and defended the actions of the police as necessary to preserve the peace, a position Meles maintained in his speech.

He accused "people who are trying to take power by the use of force" for the problems and said authorities believed "there is a need for the protection of peace and tranquility by the government in power."

Meles added it had not been the government´s intent to use to deadly force to quell the demonstrations but stressed that it had had little choice because of criminal elements that he said had sought to take advantage of the chaos.

"We regret the loss of life which was not the desire of the government," he said, maintaining that "violating the law of the country and agitating violence is unacceptable."

The speech was delivered as government and opposition officials met with officials from the election board and the European Union in a bid to ease tension and agree on a method to handle the fraud complaints.

Foreign election observers, including an EU team, lauded the conduct and huge voter turnout on polling day but had expressed deepening concerns about post-vote developments and condemned the violence.

The country´s two main opposition groups have objected to the board´s release of allegedly tainted provisional results that show them with major gains but give Meles´ ruling Ethiopian People´s Revolutionary Democratic Front (EPRDF) a majority in parliament.

The EPRDF has conceded defeat in opposition strongholds, notably in Addis Ababa where it lost all 23 parliamentary seats and the entire city council, but insists it won the polls based on support from rural constituencies where 85 percent of the population live.

In his address, Meles said it was difficult to understand the opposition´s rationale for complaints given the acceptance of losses by his party, which has monopolized power in Ethiopia for the past 14 years.

"There was no reason for riots in Addis Ababa where EPRDF has conceded its defeat," he said.

Earlier Monday, one of the main opposition groups said one of its lawmakers-elect had been shot and killed by police at the weekend south of the capital and a prominent party activist slain in the northeast.

Government officials could not be reached to comment on the report but the United Ethiopian Democratic Forces (UEDF) said it had been told by authorities that six police officers had been arrested in the killing of the MP-elect.

Also Monday, the Ethiopian Human Rights Council (EHRCO) said more than 3,000 opposition supporters and members had been detained in the vast crackdown launched by police after the protests began.

India to deport US missionaries

Four American missionaries have been asked to leave India for what police say is a violation of visa regulations.
The missionaries were attacked by a Hindu mob in India´s western city Mumbai (Bombay) on Saturday evening during a Bible reading session.

Police said three of them were treated for bruises and cuts in a hospital.

One of the assailants was released on bail after allegedly abducting one of the missionaries who are accused of trying to convert local Hindus.

Police told the BBC that the men entered India on tourist visas, but were found preaching religion.

They say two of them have already left Mumbai, and the other two are waiting to catch the next available flight.

Police say a group of local Hindus beat up the missionaries, because they angered over their attempts to convert local Hindus.

But the missionaries told the police they were only holding a Bible reading session.

Mumbai Christians have condemned the attack, and urged the police to take stern action against those involved in the attack.

Dolphy D´Souza of the Bombay Catholics Sabha has accused the police of being lenient towards those involved in the attack.

But police say they have registered a case of abduction against one of the assailants who was produced in court and released on bail after the abducted missionary reappeared on Sunday morning.

Christians are often accused of forcibly converting the poor in India by bribing them with money and jobs.

But this is denied by the Christian community, which accounts for about two percent of India´s one billion population.

Six years ago, a Hindu mob burnt alive an Australian missionary and his two young sons in the eastern state of Orissa.

The man charged with their murder was sentenced to death, but last month his sentence was commuted to life imprisonment.

Yesterday´s explosion of the passenger train traveling from the Chechen capital Grozny to Moscow, has raised many questions with investigation and media. The accident luckily left no victims: the bomb (three kilograms of TNT) exploded in front of the locomotive, not underneath one of the passenger cars. Furthermore, investigators believe that the choice of the place to commit the terrorist act is quite strange too.

Iran makes arrests, vows trouble-free election after deadly blasts


Iran made its first arrests over a string of deadly pre-election bombings blamed on Iraq-based extremists, vowing the presidential poll would go ahead without disruption.

Up to 10 people were killed in separate attacks in the Arab-dominated city of Ahvaz and the capital Tehran on Sunday, rattling the country in the midst of a fractious and sometimes bruising election campaign.

"Some of the perpetrators of the acts have been arrested, others are on the verge of being caught," Information Minister Ali Yusseini told reporters. "They have foreign links," he added, without giving further details.

Ahvaz governor Mohammad Jafar-Sarrahmi pointed the finger at the Iraq-based People´s Mujahedeen, which is Iran´s main armed opposition group, and Baathist supporters of deposed Iraqi president Saddam Hussein.

"They want a low turnout (in the election) to show people were not present. They tried satellite TV and leaflets, but this did not work. They want to create fear," he told AFP.

"The elections will go ahead, with total security and confidence," he said.

Between six and eight people were killed and 75 others wounded in a series of four blasts outside public buildings in Ahvaz, which lies close to the Iraqi border, according to official sources.

Hours later, another blast hit a busy square in Tehran, killing two people and seriously wounding at least two others, official media said. Two smaller homemade bombs were reported to have exploded in other parts of the capital.

Officials emphasised the violence in the two cities may not have been linked, saying the Ahvaz bombings appeared to have been organised more professionally than the relatively amateurish Tehran attacks.

Yusseini said that the "events in Ahvaz indicate acts of professionals," whereas it was not certain that the violence in the capital was down to "terrorist" acts.

Initial investigations had shown that the explosives TNT and C4 were used in the Ahvaz bombings, said the deputy interior minister in charge of security, Ali Asghar Ahmadi.

"Therefore the bombings were carried out close to the method used by Iraq´s (Saddam Hussein-era) intelligence in the Khuzestan region in the past," he told the ISNA news agency.

The attacks came just days before Iran chooses a new president on Friday, with the authorities at pains to ensure a strong turnout after relatively weak participation marred last year´s parliamentary ballot.

Iran´s interior ministry said the attacks were carried out by "enemies" trying to "prevent people from turning out en masse in the elections."

The ultra-hardline prosecutor in Tehran, Said Mortazavi, also added that "those who planted the bombs are the enemies of God and they will be executed when they are captured".

The campaign has been heating up with regular reports of politicians suffering violent attacks amid indications that frontrunner and former president Akbar Hashemi Rafsanjani may not have an easy ride.

Informal opinion polls suggest that none of the eight candidates will be able to secure the more than 50 percent of the vote needed to win, forcing what would be the first run-off in the 26-year history of the Islamic republic.

According to the latest poll -- subject to caution given the potentially unscientific methodology involved -- Rafsanjani leads with 26 percent, hardline former police chief Mohammad Baqer Qalibaf is second with 19 percent and reformist Mostafa Moin catching up in third with 15.5 percent.

Qalibaf and the three other hardliners in the eight-man race were expected to go into last-minute talks late Monday to try to agree on a single candidate or else face certain defeat.

Meanwhile, Rafsanjani again denounced the use of dirty tricks against him in what has become an increasingly tough campaign, saying those involved in a smear campaign appeared to be well-funded

Ethiopian political leaders have signed a declaration renewing a deal to try to put a lid on violence and kick-start a probe into election complaints.
At least 36 people died last week when security forces fired at protesters, alleging fraud in the polls.

Opposition leader Hailu Shawel has been freed from house arrest, the European Union´s Tim Clarke told the BBC.

Prime Minister Meles Zenawi has extended a ban on demonstrations until final results are announced on 8 July

Troops on alert in Indian Kashmir after car bomb kills 15

Police and troops went on high alert in revolt-hit Indian Kashmir to forestall further violence after a car bomb blast near a school killed 15 people and wounded 100.

Security was stepped up as major centres in Kashmir staged a dawn-to-dusk strike to protest against Monday´s blast in the southern town of Pulwama in response to a shutdown call from a hardline separatist.

Indian authorities accused rebels of staging the blast while hardline separatists and militants blamed it on Indian security agencies seeking to blacken the Kashmiri "freedom struggle".

No rebel group has claimed responsibility for the attack. It came a day after the United Jihad Council, an umbrella rebel group based in Pakistan-administered Kashmir, rejected a call for a ceasefire from moderate separatists who are on a historic visit to Pakistan for talks on the Muslim-majority region´s future.

"We´re on high alert to prevent such incidents," a senior police officer told AFP in Srinagar, summer capital of Indian Kashmir, where a bloody Islamic revolt has raged against New Delhi´s rule since 1989.

"We don´t want to take chances. We want to save lives," he said. Troops in combat gear were out in force in the streets of Srinagar and other areas, frisking pedestrians and searching vehicles.

Indian Home Minister Shivraj Patil called the blast "a desperate act on the part of those who do not want the situation in the state to improve."

But he said New Delhi would press ahead to bring peace to Kashmir where violence has continued unabated despite an 18-month drive by nuclear-armed Pakistan and India to end their nearly six-decade-old dispute over the region.

"Despite these provocations, the government will continue its endeavour to establish normalcy in Jammu and Kashmir," Patil said.

The car blew up as pupils revised for an exam in the sunshine on the school grounds. Two students were among the dead and 10 were injured.

The moderate separatist leaders who were visiting Pakistan condemned the attack and expressed sympathy with victims´ families.

"The incident merits condemnation," said Umar Farooq, the region´s chief Muslim cleric and leader of Hurriyat, Kashmir´s separatist political alliance.

Hardline rebels, meanwhile, accused Indian security agencies of being behind the attack, saying they were seeking "to create a wedge between mujahedin (holy warriors) and the general masses."

"These are baseless allegations made whenever the militants kill innocent civilians," said army spokesman V.K. Batra.

Many businesses, offices and shops in the region shut down in response to the protest strike called by hardline separatist political leader Syed Ali Geelani, with the backing of the rebel United Jihad Council.

Police detained Geelani along with three other separatist leaders and 40 followers Tuesday after they set out for Pulwama to show sympathy for victims and their families.

Authorities said the separatists were detained to keep the peace and would be freed later Tuesday.

Geelani attributed the blast to a "conspiracy to malign the ongoing freedom movement" and called for a probe by "neutral agencies."

"Who benefits from such madness?" he asked in a statement.

Residents denounced the bloodshed.

"Bombings near schools are disgusting. Those who do such things should never be forgiven -- they should be torn to pieces," said 44-year-old bank employee Imtiaz Wani in Srinagar.

In other violence, police said suspected rebels shot dead three people late Monday and early Tuesday in Kashmir. No group claimed responsibility.

Tens of thousands of people have died in Indian Kashmir since the revolt erupted.

Minister ´backed´ Kashmir rebels

A top Kashmiri separatist leader has told the BBC that a Pakistan minister had offered separatist militants refuge and support in the 1980s.
But the leader, Yasin Malik, denied having alleged that Pakistani Information Minister, Sheikh Rashid had set up a militant training camp.

Pakistan´s Daily Times newspaper reported that Mr Malik had made the claim during a visit to Pakistan.

India has expressed its strong concern over the claim.

Shuttle moving back to launch pad

Space shuttle Discovery is making the 6.5km journey from the Vehicle Assembly Building at Nasa´s Kennedy Space Center (KSC) to its launch pad.
It is being moved to pad 39B at the Florida launch complex on a "crawler" travelling at between 1.6 and 2.4km/h.

The roll-out began at 0658 BST and if all goes well, the shuttle should arrive at its launch pad by 1700 BST.

Discovery is due to lift off from Florida during a launch window that runs from 13 to the 31 July this year.

The shuttle has been grounded since the 2003 loss of Columbia and its crew of seven, an accident traced to technical as well as management failures.
