sorry but show me in the declaration of independence /Bill of rights where it gives the Government or state the power to suspend constitutional rights.

The Governor needs to be hung for treason/ as he took a oath to protect and uphold the constitution, and when he issued the order to suspend rights he just violated his oath and his country.
