Is it to be of a high rank to sit comfortable on a throne, in a palace and to do nothing for the people on Earth ?

Or is it to be with the people to help them, as best You can. To comfort them with some hope in times to come ?

**As To The Positions Of The "Rank & File" Of Their Authority ... Many Things Are Used To Make Such A Determination ... Their Skills/Talents/Specializations ... Their Species/Race, House/Family ... Their Birth ... Their Sex ... Knowledge ... Their Linage/Line ... Lots & Lots & Lots Of Things !!
