it is just conceivable the DUMBS are operated entirely isolated and aren't allowed internet access and tv

however they may operate scanning equipment down there to monitor 'timing signals' within the broadcast spectrum

in order for a true DUMB community to function they would have to know beforehand what life is like with no media
