According to this astronomer, it should only happen once every 7-14 months. Happens a lot more frequently now.

A 'Dry Moon' requires that the Moon's orbit be nearly perpendicular to the horizon above the setting Sun. On February 8, 1997 this condition was satisfied from some locations on the Earth.

The Moon visits the same RA as the Sun once each month. To be there within a few days after New Moon happens about once every 29/2 or 29/4 months or once each 7-14 months I would estimate depending on whether you choose a 2 or 4 day old crescent phase.
