You don't necessarily attend 4 through 31 degrees to get to a 32nd degree.. so I haven't seen the 16th in particular. If you're not a Mason, you wouldn't understand why you don't need to get the 16th or 17th degree in order to get the 18th.. but you do need the 18th to get a 32nd.. among others of course.. for instance, I have #4, 10, 14, 15, 18 and will soon have 22, 29 and 32. If anyone thinks a Scottish Rite Mason can walk out of a degree and recite it back without weeks of practice is sorely misinformed.
