In federal trials over whether U.S. cities had the right to create certain immigration laws, various mayors said illegal immigrants were a drain on schools, hospitals and police services.


To be sure, occasional border violence attracts the nation's attention. But, the administration said, high-profile crimes also occur in U.S. cities, yet no one condemns them as unsafe.
