The point of a Republic form of government is that no matter the majority vote..it can never take away the rights and sovereignty of each individual thus imposing any kind of law limiting freedom or forcing a set of laws on a people is impossible.. Obviously the people have not kept their Republic as Benjamen Franklin point out when he was asked what kind of government The United States would be when he replied..."A Republic ma'ma, if you can keep it."
