NOT HAARP. Mostly likely "man made" cause, could be however, PLASMA beams. Haarp does NOT beam this way. Perhaps some of this is also just radar signal.

Right after the colored lines disappear, look at the perpendicular horizontal lines in the clouds themselves. They appear instantly and then break up with the rotation of the clouds.

There are many lines that appear in interesting places throughout that animation. Some bisect the eye itself, others look like they appear together at right angles to box in the central part of the storm.

Here's a radar animation of the 'total' storm track of Irene on Wunderground. Conveniently when the storm is in the same place where the MIMIC animation showed the anomalies, in this animation those frames are missing! Also, look at all the horizontal precipitation lines that appear as the northern edge of the storm nears S. Carolina. It looks like a laser battle!
