That really is Obama, and the speech is real; however, it was delivered nearly two years ago right after the big earthquake in the Caribbean, describing the situation in Haiti.

At least he didn't have to go through this before he started.. oh wait..

This is definitely the Haiti speech. The edits come at various points which would have otherwise properly identified it.

Yeah, that is what i suspected but i didn't watch much of the fake one to figure out what it came from!

The same was posted on here a few months ago, too.
