Pyrophoric liquid, decomposes violently in water. Skin contact can

Skin

Immediately flush affected areas with large quantities of water.

Eyes
Contact may cause severe burns. Fumes may cause irritation.
Persons with potential exposure to Trimethylaluminum should not
wear contact lenses. Flush contaminated eyes with large quantities
of water for at least 15 minutes. Hold eyelids open to ensure
complete flushing.
Inhalation
May cause irritation. Move exposed personnel to an
uncontaminated area quickly using self-contained breathing
apparatus. If breathing is difficult, give oxygen. If breathing has
stopped, apply artificial respiration. Medical assistance should be
sought immediately. Keep victim warm and quiet. "

The ionosphere does not mix with the lower atmosphere so as long as you keep your head out of the ionosphere you will be fine.

Of course this is assuming all the rockets make it to their proper height and work as planned

The compound is meant to burn and is why it is being used in the experiment

The residuals won't amount to much of anything

The Anomalous Transport Rocket Experiment (ATREX) is a Heliophysics sounding rocket mission that will gather information needed to better understand the process responsible for the high-altitude jet stream located 60 to 65 miles above the surface of the Earth.

On a clear night between March 14 and April 4, NASA plans to launch five rockets in five minutes from its Wallops Island facility in coastal Virginia.

Each rocket will release a chemical leaving a long, milky-white cloud to track the winds that scientists will monitor from cameras on the coasts of North Carolina, Virginia and New Jersey.
