Find a non-chain market that sells meat. Get a pack from major chains and compare it to the non-chain meat. I've found that in most instances there's a difference right off... when you open a pack of local non-chain meat, there's a healthy meat smell, no dark purple diseased meat hiding in the middle of ground chuck, the color uniform and not pieced together or glued to sell. From a chain store, the first impression is raw ammonia that dissipates quickly, bad spots on the meat, hidden until you open it, weird shit in the middle of ground meat I wouldn't feed my dogs. If you have a local market that's under the "food club" chain, the meat will most likely be a local source. Drive around til you find one, help a struggling independent owner out, eat a decent steak and don't feed the chains that bind us with their pretty poison :)
