if you get a small hardened file and every evening keep on one area you will eventually cut throuh it but if the belt only has chains down to your bottom just use a pair of steel cutters .it sounds though you have the real full steel belt if it is made of tool steel you are in trouble as it is so hard and gets so hot you cant grind it off and if it is case hardened a file wont do much either .but hardaening tool steel makes it brittle so if you can get your hip one one side and two hammers it might just break otherwise you will have to go to a workshop and watch everone look at you as they remove it
