English proficiency is extremely high in all the Scandanavian countries. I'd probably choose Denmark over Finland, or maybe Norway. Just a matter of personal preference, though.

Virtually no gangs, no crime, very little political corruption, EXTREMELY friendly people (I couldn't believe how thoughtful, well spoken, intelligent and kind everybody there was) homogeneous population, great social environment, free speech, press, assembly, religion, etc.

Other than that I believe that Switzerland would rand high up on the charts.
