You'd be surprised how common beating a crying baby is in many places in the world. It's not right by my standards, but some cultures believe in this treatment to make the child mannerable and to "strengthen" it. I don't agree, but it is what it is. As a another user said, this is very common in Asia, esp. in the countrysides where people still are very traditional.

Key word is modern cities. but even there you will find old traditions. Indian, Bengali and Bangladeshi parents do not play. I used to work for a Bangladeshi dude and he was really cool to me, but he treated his young kids harshly. He did not tolerate crying ever, he would swat them often. I'm part Korean, and I am telling you, my aji-ma never allowed me to cry for long or I'd be threatened with a switch and something to cry about. Of course, no one whipped me as a baby, this was more like pre-school, little "badass into everything" age.
