maybe your mind or state of mind at the time of death determines or rather influence this state?
someone that is aware of death and does not fear it, can control the state better than someone who is afraid of death and had a traumatic "departure"
but if the souls are trapped in limbo, then we must keep getting more fresh souls, it doesn't seem like an optimal system to me :D
or maybe it's a buffer, so the souls reflect on certain things until ready for another go :p
