The universe has plenty of civilizations and many of them have technology to directly interact with solar systems, using stars as portholes, terraforming young planets, placing moons wherever they see fit and also for engineering the DNA of primitive life forms to make humans out of them.

The problem is along the way, during the phases of teaching "civilization", these ancient extraterrestrials may eventually get sexually and emotionally involved with their "creatures", and that's where things get dangerous because it starts the whole "royal bloodline" thing, worshiping, privileges, elitism, fake religions, etc, etc.
