There were changes in the rules at the Republican National Convention essentially redistributing the efforts of the grassroots into the hands of the RNC chairman and the Republican National Committee. The RNCommittee, in the past, has the tendency to go along with whatever the chairman wants to do, so this gives incredible power to the chairman.

Rule 12 states that the RNCommittee can change the rules with a 3/4 vote without the votes of the Republican National Convention delegates. It gives them the power to make any rules changes necessary to stomp out grassroots control.
