About 20 years ago I heard it described as thus...

Educate 10 Japanese engineers and on a scale of 1 to 10 you'll end up with 1 "6" and 9 "7"s.

In the US you'll get 2 "4"s, 1 "5", 2 "6"s, 4 "7"s, and 1 "10".

In the US, we allow the creativity of the genius to succeed. And conversely, the weak ones to fail.

Unfortunately since that time, much of the incentive for the genius has been dampened. And everybody passes.

I think this is it.

America generally tries very hard to allow the best to really excel. Culturally, risk-taking and experimentation are encouraged, even celebrated, although there is arguably less of this mentality than there once was. So when you open a book, and see a world-class expert as author, there is a good chance he is American.

But we are not as good as developing middle of the range talent. I think we used to better at this, but our public education system has seriously shit the bed. Motivated kids with motivated parents can still do very well because of the range of opportunities, but average kids with average parents are likely to end up with a seriously subpar education.
