How does a picture do this

I went to someone's facebook page and copied a picture from the person's album onto my computer. It was a picture of Obama with a white backdrop.

Two hours later the lower third portion of the photo was colored in lipstick red. Just curious, can a .gif photo do this (i.e., make a qualitative change)...especially given the fact that the photo changed colors two hours later? Or would that require too much memory capacity for a .gif?
