Good idea, but Texas lawmakers are cowards.
Quoting: fnord 27879956 Rick Perry and Lt. Gov. David Dewhurst spiked the bill two years ago at the behest of their psychopathic overlords. IOWs it would had passed. It's also why Dewhurst lost to Ted Cruz for US Senate. Dewhurst could serve his overlords or the people but he couldn't have both. He chose the former.
