If my home was destroyed, I'd have insurance out there immediately and repairs done directly after, but if my neighbors let their houses sit in rubble like a pile of shit I'd be pissed...no need to drag their feet, get the ball rolling and rebuild.

No, just the fact of the matter being they can't possibly handle the volume of claims in a manner that would justify fines. I'm sure people aren't going huh I wonder if I should use my insurance? In situations like this they will get a group of inspectors/adjustors and check out all their clients in the affected area, you probably wouldn't even have to call, they'd just show up and inspect your shit.
