fear of hunger and holding families hostage can be effective motivators to loot and murder, throughout history.
You dont need that many to do the deed, you simply need enough manpower to cut off access to power and supplies. After a week or two all resistance will effectively be over.
Somehow someone helped kill off millions of their neighbors in russia, china, cambodia, vietnam, etc etc. Who were those people and what were they promised?

How'd that whole Revolutionary War turn out? The people that were out armed won!! NO, it's not a matter of being out armed (which I don't think would happen anyway because our military is on our side). It IS a matter of being out mustered by will and determination.
