Hmm, sounds like they aim to build a ring favelas around their nice cities. If they had ever lived next to one of those hell holes in S America, they would seriously think twice about how wise it is to let yourself be totally surrounded by that sort of environment. Might be wiser to have 'those people' (the ones who aren't convicted as real criminals, just your obnoxious lowlifes) remain diluted across the rest of the city so they do not gain the critical mass needed to completely take over. We know where the 'round em up and segregate them in slums' approach will end up, and it ain't a winning strategy for any of us, because in the end, we will all be considered disposable scum. Some places its already like that - like Somalia. Really want to live there? Buy a plane ticket.
