We already have. That is the South has a different mind set compared to the East. As far as what they are doing if it works it would allow for more taxes for education and social benefits. I don't like gov. involved, I would like to see people make chooses for themselves, where they chose live. The problem with this is the violent criminal element steals and kills and causes problems with the the people who are trying to stay away from them. It is eighter prison or guarded communities or death. I would choose to do this in my community for violent offenders, non violent offenders should not be put in these areas of confinement. We will find out if this works. Those who oppose this idea should work in the confined areas to rehabilitate these indivudals to see how that works for them..
