I read that Obama was monitoring the situations re the chemical weapons and were warning Assad not to pursue this course of action...I think that Hilary or someone said they knew of their movement but would not take action until they were used in earnest against civilians...

However, with rebels taking over the factory it might cause some of the more extremist among them to use these weapons on Assad's followers...
