This segment of society is mostly single men, many veterans, most were employed in the past, many in poor health--either physically or mentally, with not much other income. They don't qualify for food stamps or aid to dependent children. Some might get partial disability. Many lost their homes through foreclosure, were evicted from rentals when their jobs disappeared. Some have drug or alcohol dependency problems with no hope of overcoming them. With the worsening economy some of the homeless now include families. These people aren't living in government subsidized housing with their utilities paid for them. They are living in tents, shacks, homeless shelters or cardboard boxes under a bridge or in an alley. Giving them a cheapass phone just might help a few of them find a job or call 911 if they need to. If anyone has read some of my other posts you might recall that I am in opposition to an overblown government, to put it mildly. But this something a government should do---It is a relatively small way to help the truly needy to help themselves. .
