The "lynchers" coming for Pol Pot, Hitler, or any other leader were military personel who had gobs and gobs of help from intel gathered, radios, superior firepower, and trained professionals numbering in the millions. Those people couldnt hide anywhere because they are instantly recognizable. Most who did the actual killings NEVER got caught.
