I would add, in the simplest terms, no life is of greater value than another. That includes the heart that just started beating in a fetus, to the person who is about to draw his or her last breath.

For what we're talking about here (not criminal law or matters of state and anti-terrorism & war), the government should not and cannot intentionally take direct action to knowingly terminate life imo. That being said, there are practical limits to the amount of health care resources that can be expended on either end of the far spectrum of life.
