If you cash a federal check, such as from the FTC, who's property does the check become after cashed?

I argued with the foreigner from a party store today that the check belonged to me, as I said it was written to me, but is still the property of the FTC, even after cashed. So, who owns a check after it is cashed?

I said the check belonged to the FTC not the person to whom it is written. I even had my employees ID as well.
