1 - Santa Maria has a huge(if not the biggest) military base in the state of Rio Grande do Sul
2 - The military here are like dead flies. Useless as s**it, if there was need to invlove the military, let the local ones be used.
3 - Dilma Roussef, the president, would never left such a huge appointment for something like this, despite that is her state of origin.
