If he has a rocket launcher,it's going to fly into the the place where all the head cops are located - not a plane as that would be stupid. The guy is not stupid and he's going to stay focused on his target. Citizens need not worry. But, it does help the cops to try to panic citizens as that promotes the laying down of all arms. You do realize that the most dangerous places in America with the highest levels of gun violence are the "gun free zones" right? Criminals would love for law abiding citizens to be disarmed and it shows in how well chicago's gun free city is so crime ridden that it host the highest gun murder and murder Capitol of the nation.
