dozens of swat team personnel just stole all my guns

they tumbled through every window in the house, 3 even came out of my attic, picked up my safes, and ran through the front door before i could do a thing. all i've got is my little .38 that was in my pocket at the time. i was so startled i didnt even think to resist. now i have a contractor telling me it's going to cost $5000 to repair all my windows, and the drywall around the attic access, and another $200 if i want my front door reattached professionally. can i sue the city for damages? how can i get my guns back?
