sounds like 'core competencies'
ie: there is a record of mandated courses and 'things' that are recorded into rather large databases (i wrote a WA one), that will skim the State register and flag anyone that is close to three months before a requirement to have the Core competency adhered to in the health system; this included immunizations; there were automated letters sent to staff, and a 3 monthly report presented to heads of departments.

Each hospital has records, and the compliancy dept usually is the one to oversee this. exactly, we had the state educational facility and the 'quality control unit' in WA.... same thing I guess....
