According to the wiki article each branch of the military can have its defcon level raised independent of one another. Makes sense. If this were about NK, the Army's defcon level most likely wouldn't change, it would be the USAF since they (and the Navy) are the nation's first responders. But I hear the Navy has no carrier groups near NK at the moment? And also, the Navy doesn't have stealth aircraft capable of long range bombing deep within NK territory. Remember in '91 when the B2 stealths flew from the Midwest USA to Iraq and dropped the first bombs?
