No. Those clouds usually mean "VERY" bad weather is on its way.

These clouds are so far south,they should be way north changing weather.

Like snow in the middle of May?

I have seen those in the Us a couple of times when a strong warm front hits a cold front at a high rate of speed... not common in the US but I have seen them before...
