Why do terrorists alway target civilians?

Because a loss of a soldiers life is "acceptable", or at least MORE acceptable. The figting often occur on battlefields, which limit to some extent the exposure of civillians.

When you attack the civillian population, You strike right at the country's ability to function.

look at 9/11, air traffic shut down for weeks, economy stagnated immediately etc. etc.

It's a visible attack that forces the government of that country to make changes, (patriot act).

A soldier dying might induce a training change, or better equipment, but that's about it.

EXAMPLE:

Taliban hiding in Pakistan mountains

They get droned attacked a lot

So they start blowing up bombs in Pakistan markets, saying they will keep doing so until Pakistan government stops allowing US drones to attack

eventually the civilians get upset with Government for not just meeting terrorists demands, as they have nothing to lose being civilians and would rather not be blown up

It's pretty simple

Why not gov. institutions? or gov. civilian employees?

The effect is the same, which asks why a terrorist would risk the increased security around such a target.

If you could get the same effect at less risk of failure, you would be crazy to attack the tougher target.

Look at the Oklahoma City bombing. It was a federal building, but that was because he had a bone to pick with that particular target.

Now think about what was reported, people were MORE upset because there was a daycare center there.

You want the most effect, you attack either the emotional (children) or the substructure (financial WTC)

Timothy McVeigh did. I have yet to hear one person say he was some sort of noble terrorist for doing so. Nor did it serve his cause in any way, shape or form

Yes, that is exactly what I was getting at.

The vast majority of the stuff that makes it onto the big screen - i.e. the news.

Lets say the attacks came from the middle east. All it acomplished was to bring more heat, troops, death back to the middle east area. The terrorists are losing more freedoms.

Because the so called terrorists are actually the government intelligence organizations pushing the agenda of fear at the behest of the world bankers.

I come from the land of the creepy news actor (no, not the UK, lol). I've seen people I personally know attached to a shit ton of crap that has hit the media. Either the world is reallllly reallllllyyy tiny, or it's all pre-scripted bullshit.

Because it's effective, it appeals to the emotional part of the brain. Which then effects logic, which leads to poor decisions and kneejerk responses.

Long story.
Short of it:

Raised in CIA training land.

Watched people learn how to become believable "street actors" (i.e. believable acting - think witnesses in the news or the guy you meet on the street).

Saw some of the behind the scenes prep work for some of the major events that have "impacted how the nation thinks"... not comfortable getting into half of it. They were major events and even though I was young and just a witness, I don't want to place myself there. I'll talk openly all day about weird stuff - but when it comes to those events my brain screams Danger Danger.

I often see people from home in major news - as witnesses for the Batman shooting, as key actors in the beginning stages and control stages of occupy, as some of the actors in the CT school shooting, etc,etc,etc,etc. These are people I grew up with, spent significant time with, know the mannerisms of, know the beliefs of, etc - it would be like if your best friend popped up on tv - it's not "Oh that sort of looks like Clareese", it's more like "Oh wow, looks like Clareese got involved in that one".

I guess you are lucky to have been aware so long ago. I cant imagine if I knew what I know now 15 years ago.

Im sure its not easy to deal with however.
