These high level military types are not really computer savvy. I know that for a fact.
They actually think that email is secure. (Think about Wesley Clark)
They have dozens of underlings who do (or may) have the computer knowledge, they don't. They're trusted (by TPTB) 'people' (smooching) men; that's their real skill and claim to fame.

Good IT guys don't go into the military to be bossed around some sociopath power crazed jerks (generals, colonels, etc.); they can earn a good living in the private sector.
