Mopeds are legal and you can take the route you desire at your own pace, as opposed to the city bus which follows a predetermined route [which may vary in its proximity to your desired location in relation to the scheduled stops] and is full of mongrels.

Not to mention the weird, pervasive smell of piss.

its not about affording it - the bus IS INCONVENIENT. it takes bare minimum 1 HOUR TO GET ANYWHERE in a large city. depending on where you work and live it can be longer if you have to take multiple busses to get someplace. i once worked across town took me three hours to get there and then back again. 6 hours on a bus next to others who worked all day too and are kinda smelly is not my idea of a smooth commute.

Mopeds are popular because you don't need a license or registration for anything under 50cc and you really don't have to obey all the same traffic laws as a motorcycle (you should but I've never seen it.)
