well normal background radiation for the last ten years in my state was about 5 after fukishima it averages 100 to 250...

It it is measured with a normal Geiger Muller tube and not a pancake, that is the point were you got to move, or suffer the consequences.

Normal background radiation has two components:

Cosmic radiation 8 to 15
Radon radiation added 5 to 10, counts only inside houses where this can build up.
