Who's to say the cough ISN'T from spraying. I recall a teacher being interviewed about this. She said in her 40 years of teaching she has never had children that coughed so much and so many having asthma. And it's true the incidences of asthma has gone through the roof.

Salt particles can cause rain.

Farmers have special air tubes with salt power in them. The air tubes are usually used to produce loud bangs to scare birds off but can also be used to "make rain". Usually it only ends up being cloudy.

But since you felt it necessary to bring it back up, I'll just say this. If you want to protect your niece, make sure she eats healthy food, has a happy home, a good family and make sure she avoids sites like this! Chasing clouds will not help.
