I think that's what this is. Many states may just not have the funds or manpower to stay on top of this situation.

As for those who participate, it would be justice to put them in a pen of the dogs traumatized and made to fight and allow the dogs to go at them--tie the person's hands and feet smear them with blood and put them in the pen with the worst of the dogs they have ruined.
