You do realize that neither the US/EU/NATO/Kyiv gave orders to shoot. Do you realize that those soldiers were unarmed... Research Putin's former advisor speaking about planned Russian Provocations to implement military force on Ukrainians. Also, research Russia's military presence in Georgia*

Why not shoot at Russians?

Because Ukrainians were historically never invaders, they were always defenders against Russia for the most part and intelligence states you dont shoot at those that are better armed and prepared for invasion.
Putin wants and needs a shot fired so he can claim just one bullet from one man can justify invasion and confiscation of the country.

No US CIA etc orders to do anything, and there is plenty video of snipers and state secret police doing shooting.

You are right! A few days ago in Kyiv the rumor was that Russian special forces were to go to Crimea to take out 4 of their own troops and blame Ukraine so that Russia could then openly attack Ukraine. But then Putin would have to admit that they were his Russians in there all along.
